Politics is known as the art of the possible. There are times that in order to reach “the possible” people are tempted to take a compromise that normally would not be acceptable to them. There are other times that you are in a position that you have to take a stand and not back away.

Arron Tippin’s song, You’ve Got to Stand For Something, speaks to the fact that sometimes you must take a stand and not back down.

Now I know that things are different than they were in Daddy’s days
But I still believe what makes a man really hasn’t changed

This past week Rep. Pebblin Warren (D-Tuskegee) took a stand and after lengthy debate prevailed in the Alabama House of Representatives as the House passed legislation that would require any daycare facility that receives state or federal funding to be licensed and regulated by the Alabama Department of Human Resources (DHR). Starting with the Public Hearing in Committee on Tuesday and culminating with Floor action on Thursday Rep. Warren stood for what she knew was right and was not a puppet on the string of those who wanted exemption after exemption proving that if you do indeed stand for something you will not fall for just anything.

In other significant legislation this past week where a stand was taken the House passed legislation that will enhance the penalties for domestic violence committed in the presence of a minor. This legislation is intended to deter violence that would further traumatize a minor.

To date the Alabama Legislature has completed eight of its allotted 30 Legislative Days. The Legislative Leadership has expressed its desire to work through a mostly non-controversial agenda and so for they have managed to do just that. It is expected that both the General Fund Budget and the Education Trust Fund Budget will see Floor action the week of February 12 setting up the possibility that the Budgets can both see final passage by early March. With the Budgets out of the way the other goal of Leadership, an early adjournment, seems far more likely.

By the close of business on Friday, February 9, 2018 it will be known just how many Members of the Legislature will not be seeking reelection. It is expected that as many as 10 Senate seats and 25 House seats will be open. Further, it is expected that there will be some incumbents that are not reelected. Given these numbers the new Legislature, which will be seated after the November General Election, will have, at a minimum, a 25% turnover.

The Legislature is expected to meet for two Legislative Days this coming week. Assuming that schedule the Session will be 1/3 completed.

The Alabama Senate will convene the 2018 Regular Session at 2:00pm Tuesday, February 6, 2018
